Vote Matt Dow

A vote for me means a vote for:

Democracy:

  • Improvement Districts, like all branches of Canadian government, were originally designed for just landowners. Most of these institutions have changed this anti-democratic practice, except for Improvement Districts. I believe that anyone living on Gabriola should have a say. I hope to change the District’s Letters Patent to allow renters the vote.

Transparency:

  • Releasing the full Auditors’ notes, suggestions, & statements.
  • Releasing all documents already released through previous FOI processes.
  • No more secret meetings, third party hirings, lease agreements, contracts, mutual aid agreements, and so on without the public knowing and having their say!
  • No more FOI requests for non-confidential documents (See FOIPPA for what is considered confidential)

Good Governance:

  • I would also like to substantially change how the District conducts General, In-Camera, and Committee Meetings to make them more democratic, transparent, and in alignment with today’s good governance practices.
  • An improved & more accessible website.

Fiscal Responsibility:

  • Detailed & Breakdown Budget/Actuals Report, Monthly.
  • Comprehensive & Detailed Budget/Actuals Report, Quarterly.
  • Levy Committee with Public Members.
  • Long-Range Plan Committee with Public Members.
  • Procurement & Maintenance Committee with Public Members.
  • No need for a third Fire Chief.

Financial Controls

  • Corporate Officer and/or Financial Officer reports exclusively to the Board.
  • Adopt all the Auditors’ suggestions, if possible.
  • Procurement & Inventory Policy.
  • Reimbursement, Overtime, and Remuneration Policy.
  • Comprehensive & Detailed Inventory Report, Semi-Annually.
  • Comprehensive & Detailed Reporting on Third-Party Hiring & Legal Counsel.

Respectful Structures for both District and Fire Department

  • No more Working Board or Administration Officer, Corporate Officer reports only to the Board and will only conduct work for the Board. As suggested by the Ministry of Governance and Structure on Corporate/Financial Officers and Ministry of Governance and Structure Branch on Trustees.
  • Clear & Concise Policies/Guidelines for Trustees.
  • Clear & Concise Job Descriptions for Staff.
  • Trustee Introduction Package will include the following: Two Years of Motions, All Meeting Minutes, Policies, and Issues.
  • A wide variety of human resource policies & resources.

Climate Change & the Long-Range Plan

  • I would like to make the Long-Range Plan into an actual plan and not just a shopping list at the ratepayers’ expense

Investigations

  • Breakdown between the Board and Fire Membership.
  • Reimbursements, Payroll & Overtime.
  • Performance & Job Contracts.
  • All Current Contracts & Agreements (e.g. lease & contractor).
  • South Fire Hall.
